WHEREAS the Colacem Canada Inc. cement plant project has been facing years of opposition from its citizens who have tried to prevent a cement powder manufacturing plant from establishing itself near the Village of L’Orignal, near the shores of the Ottawa River; AND WHEREAS the site for the proposed cement powder manufacturing plant near L’Orignal on County Road 17 is an agricultural and inhabited residential area. The constant noise, the dust, the heavy vehicular traffic and the unavoidable pollutants emanating from the 410 foot smokestack will have a disturbing adverse effect on the surrounding communities; AND WHEREAS Champlain Township Council in 2017 rejected a zoning change required to construct such a cement plant in L’Orignal; AND WHEREAS the decision to approve the zoning change by the United Counties of Prescott and Russell (UCPR) opening the door to this cement powder manufacturing plant was the result of the votes of the Mayors from Clarence-Rockland, The Nation, Casselman and Russell, all in the western, upwind sector of the UCPR and the weighted voting system pitting the excessive power in the hands of mayors governing larger populations, against the small municipality of Champlain. This despite the support of the Mayors of Hawkesbury and East Hawkesbury resulting in a 19-7 loss. This vote went against the will of the Champlain Township officials and the people; AND WHEREAS producing cement contributes as much as 6% of global carbon dioxide
