BE IT RESOLVED THAT the on-going planning project list, as presented by the Planner on March 28, 2024, be received and filed.

Clément BE IT RESOLVED THAT the Planning and Development Report, File No. Z-09-2023, dated March 11, 2024, regarding a proposed zoning amendment on lands municipally known as 2232 Ste Anne Road, now in the Township of Champlain be received; and; BE IT FURTHER RESOLVED THAT Planning By-law 2024-11 be given Third Reading.

BE IT RESOLVED THAT the Planning and Development Report, File No. CHA OPA 4, 2024 & Z-02-2024, dated February 29, 2024, regarding a proposed local official plan amendment and zoning by-law amendment on Part of Lot 7, Concession 6, Geographic Township of West Hawkesbury, now Township of Champlain be received.

BE IT RESOLVED THAT the third reading and final passage be granted By-law 2024-11 being a by-law to amend the Zoning By-law 2000-75 for Laviolette (File Z-09-2023).

BE IT RESOLVED THAT Clerk Report No. CLK-2024-04, dated March 28, 2024, regarding an Electronic Signatures Policy for the Township of Champlain, be received; BE IT FURTHER RESOLVED THAT By-law 2024-20 to adopt the Electronic Signature Policy for the Township of Champlain be brought forward for adoption.

BE IT RESOLVED THAT the accounts paid and as presented by the Treasurer on March 28, 2024, be received and filed.

Duval BE IT RESOLVED THAT Finance Report FIN-2024-04 dated March 28, 2024, regarding Remuneration of Members of Council and Council Appointees be received and that Council approves the report in accordance with section 284 of the Municipal Act, 2001.

BE IT RESOLVED THAT the monthly Parks and Recreation Department report for February 2024, as submitted by the Director of Parks & Recreation, be received and filed.

BE IT RESOLVED THAT Public Works Report No. PWD-2024-02, dated March 28, 2024, regarding the L’Orignal Standpipe Logo Recommendation be received and filed.

BE IT RESOLVED THAT the Committee Member Report of the Prescott Russell Recreational Trail Committee meeting of February 21, 2024, be received and filed.

BE IT RESOLVED THAT Council approve the minutes of the following meetings: • Public meeting – February 20, 2024; and • Regular meeting – February 20, 2024; as presented.

BE IT RESOLVED THAT the Town of Lincoln's resolution no. RC-2024-23, dated February 26, 2024, requesting increased funding for libraries and museums in Ontario , be endorsed.

BE IT RESOLVED THAT the Town of Goderich resolution dated February 26, 2024, requesting the return of a combined ROMA and OGRA conference , be endorsed.

Duval BE IT RESOLVED THAT the Municipality of St. Charles resolution no. 2024-043, dated February 21, 2024, regarding the development and funding of a Municipal Equipment Operator Course , be endorsed.

BE IT RESOLVED THAT the Township of Russell resolution dated March 11, 2024, regarding the expansion of rural transportation options in Ontario , be endorsed.

BE IT RESOLVED THAT the Town of Cobourg's resolution dated March 8, 2024, regarding a proposed amendment to the Ontario Heritage Act Subsection 27(16) , be endorsed.

BE IT RESOLVED THAT Council go in-camera for the purpose of discussing personal matters about identifiable individuals, advice that is subject to solicitor-client privilege and information supplied in confidence as provided under sections 239(2)(b), (f) and (i) of the Municipal Act, 2001.

BE IT RESOLVED THAT Clerk Report No. CLK-2024-02, dated March 28, 2024, regarding the Appointment of Fence-Viewers for the Township of Champlain be received; BE IT FURTHER RESOLVED THAT the By-law 2024-18, establishing the terms of reference for the Fence-Viewers for the Township of Champlain and appointing Fence Viewers for the remainder of the 2022-2026 term of Council, be brought forward for adoption with the following names, Kenda Allen, Marcel Arseneau, and Roch Pilon, with Donna Stuart as the alternate.

Clément BE IT RESOLVED THAT three readings and final passage be granted By-Law 2024-18, being a by-law to appoint Fence Viewers for the Township of Champlain.

BE IT RESOLVED THAT three readings and final passage be given By-Law 2024-29, being a by-law to confirm the proceedings of Council at its meeting of March 28, 2024.

BE IT RESOLVED THAT this Regular Council Meeting be adjourned at 9:25 p.m.
